PLEASE NOTE: Since the Doctors are outside the barrier and this occurs after nearly a day of trying to get people who are trapped out, those who were caught outside are most likely gathered near the Time Lords. The advantage of this: their sonic screwdrivers emit sound waves which help keep the wolves at bay.
