Loki hadn't been unprepared for the event of his brother's arrival. With those Thor called allies already here, it had seemed more or less sadly inevitable that his brother would somehow blunder his way here too. But with Thor so close on Banner's heels, Loki was displeased at the order of events. He would have liked more time, to build up more allies to have behind him when the inevitable confrontation occurred. Whatever his flaws, people had always flocked to Thor, trailing behind him like sheep after a particularly dull shepherd. People had never followed Loki so willingly, never mind that he was better suited to lead than Thor. Thor would have made a fine commander, leading warriors into battle with rousing cries and strength of arms. But he was no King. He didn't have even Odin's cunning, let alone Loki's. But yet they followed him. Loki knew well enough that it would be the same here - Thor already had his extraordinarily odious human allies here. Loki had needed time to find his own allies, until he found some way to use this place to his advantage.
Another few weeks would have been welcome. Thor never did respect a well-timed plan. And the green beast probably couldn't even read time.
Still, he was here now, and Loki was adaptable. Thor seemed inclined to believe Loki's claims of when he hailed from. The others wouldn't be as easily convinced, but they were also of little consequence without Thor at their side. Banner was a problem, but he was as much a threat to the rest of this town as he was to Loki, and it should be easy enough to prove that if need arose. Thor always trusted too quickly and it was one more reason why he would fail if he sat the throne of Asgard. For the time being it was to Loki's benefit though.
And Thor had been his brother, once. Loki would dearly love to see him humbled, laid low, dethroned, and paying allegiance to Loki, because it was the way things ought to be. But he didn't truly want him dead. Victory was in the ascension, not the destruction. . . not with Thor, at any rate. If he could buy time when he needn't constantly evade Thor's earnest attempts to control him and imprison him until he could be brought to justice in Asgard, it would make things simpler.
If nothing else, Loki had never seen power capable of holding he and Thor so thoroughly captive before, aside from the Tesseract and those who had given him power over it. And this felt nothing like them. Loki would like to see the true source and if it could be harnessed. The women who claimed responsibility had power, but Loki couldn't see it being enough for this, not between just the two of them. They were too human, power or no.
He'd doubted he could put Thor off for long, and when he heard a heavy tread in the hall outside his little assigned abode - now shared with some inconsequential mortal, much to Loki's annoyance - he pulled the door wide before it could become a victim of either an over-large fist or an ostentatious hammer. Loki had altered his clothes to match what seemed common in this realm, but had carefully kept them from matching what he'd cloaked himself in during his time on Midgard, the suit simpler and all in black, save the green shirt. He could have passed for a mortal, to those who didn't know to look beneath the surface. "I was wondering when you'd get around to me. Many to greet first, brother?" he asked with a smile.
