I'm assuming that the point of government registration is so that the government can use them for their own means. We want to make them look as unappealing as possible, without making them look so undesirable the government decides they're expendable."

He picked up his knife and fork, holding them in a way that spoke of an upper class upbringing, even if his outward appearance gave nothing to suggest it. "For the record, I have no drawn, and have no intention of doing so. Any governmental interest in me would have nothing to do with the wild card, so I can remain, at least as far as that goes, a nat in the hole, so to speak."
