Zoe's smile grew a little at the fluster and the awkward. Jo's appearance made sense; anyone who knew Wash, really knew him, usually wanted to help him. The man inspired people to act, not in the same was as the captain, but he still had something about him.
"Life's never been exactly fair." There wasn't any way around that truth, and she wasn't going to sugar coat it. "The City has a habit of taking and giving as it wants, or maybe in this case needs. We can't always stop it." Even if she really had wanted to.
