Hannibal tilted his head a little at the conclusion that River mounted. In theory, in the real world, he might have agreed.
"I would not state that as a certainty here. Many of us were in Arkham at one point, River. Some of us didn't even deserve to be there."
He'd never say that he was one of those ones. He could see very clearly why people would put him away. Even if he'd done none of the things he'd done in the City, even if they only had his books and movies to go on, there was plenty there for people to fear. And fear was a great motivator.
"It's safer, perhaps, if you realize that this City doesn't exactly run on rationality. What you and I may try to quantify, it ignores. Reason has no place here. If it did, many things would be different. How many times have they talked in the newspapers about that man, The Joker, and yet they continue to lock him up, thinking this time it'll do the trick? What is the longest you have seen the news go without a mention of him doing something else?"
He shook his head. "It's best if we don't discount any possibilities here. Any. For all we know, the City's next move will to put every brown haired citizen into the zoo."
