"Yes, I can see that," Jack said, frowning as he mulled it over.
"People are different though. They might get bored, but they also don't adapt very well to change. Even if some of their lives have improved by arriving here, you've still taken them from the life and people they were familiar with and brought them to a place that never stays still long enough to be familiar."
He took a sip of his water, thinking over the best way to handle this.
"You could always do a press conference. You could give the people of the City the chance to ask their questions. It would be broadcast all over so no one would have to ask you twice. In the meantime, I can start looking for the witch and for ways to get you back to your normal state."
It wasn't for Jack to decide whether or not the City should have the power to do all the things that it did. Unfortunately, there were a lot more people here than just those who had brought in and those people might perish if the City didn't start taking care of them like it had always done.
The needs of the many outweighed the needs of the few after all. And even those that had been brought in weren't being sent back now that the City was trapped in this body, which meant that perhaps the City was the only one able to send them home if it so chose.
