The light hits didn't hurt, but all the same Jack reached up and caught her hand to stop her. It was awfully distracting.
He met her eyes and sighed heavily.
"I should have. But it all happened so fast and in situations like this I'm supposed to have an answer immediately, but I don't always. I did the best I could with the information I did have."
He shrugged slightly. He wasn't a perfect leader. Far from it.
"It was always others that may have similar powers that worried me. I just wanted to be sure we set a precedent of those who have powers beyond that of most citizens working with the law."
With his free hand, he rubbed at his forehead, looking tired and as though he'd been trying to combat a migraine. Which in some ways, he had been fighting off migraines ever since he'd taken up office.
