Jack was seeing daylight for the first time in weeks. Not that being out during the day meant that he had time off work. In fact, he wasn't watching where he was going because his nose was buried in the folder that contained the City's budget.
There really was supposed to be someone who handled the financials for the City, Jack reflected. But it seemed like that task had fallen to him. He wasn't sure if he was supposed to appoint someone, or what. It seemed like every attempt he'd made to talk to people about how to make sure the budget balanced and that things were taken care of was greeted with a glazed look. No one at City Hall seemed to understand that money couldn't just appear out of nowhere, and that there just wasn't enough money to cover all of the expenses that were needed to keep the City in running order. And he still didn't know who maintained the City streets or how they were paid.
This level of frustration and distraction was why Jack walked straight into someone. The folder flew out of his hands and paperwork scattered everywhere.
