The preparations for the official formation of the City chapter of the Justice League were set. At least, as set as they could be. Dinah still had her reservations about the person manning the Tower, but the Justice League was needed in the City. She was sure of that. And she thought the City might accept that too. After all, it could very easily have taken away the Clocktower or sent some of them home or done any number of things to get in their way.

She didn't like the idea of the City handpicking their staff either, but Jensen deserved a chance. Dinah would be watching him like a hawk until he proved himself, but for now it was time to at least see how it worked out.

The Clocktower seemed to have grown to accommodate the new team. There was now a second apartment for Jensen and there was an entire subbasement that Dinah either hadn't been aware of or hadn't existed until they'd started planning to get the band back together. The basement had more than enough room for a lab for Hank and a training facility for the rest of them.

Dinah waited in the computer room for everyone to arrive. It shouldn't take Jensen too long since he just lived downstairs at least. And she could only hope that the City allowed everyone else to make it there without much trouble.

Zee. Walked in. Normally she'd teleport, but that isn't been working so well. Since she'd been hit by a truck the last time she tried she didn't want would happen next time.

She was in costume since this was an official meeting. She should be freezing in the fishnets, but a spiffy and convenient thermal spell kept her toasty warm.

"One mystic present and accounted for. Where's the newb?"

Fred wasn't sure why Dinah had asked her along, but she showed up anyway. Maybe there would be pizza. She doubted it, but she could always hope. This time she didn't bother dressing up, not that she had really meant to the first time she'd shown Jensen the place. She'd been helping him out when she could.

Seeing as she didn't have her own teleporting device, which would have been cool even if a little dangerous in a place that made a habit of changing things around whenever it wanted, Fred had to walk in like the more normal types. No swinging in either, she wondered how Spiderman did that, not that Spiderman would be on the JLC.

"Did you know there's a donut shop across the street?" Thankfully perhaps, the brainy female hadn't brought any.

Hank was more than a bit nervous as he entered the clocktower, the paper with the address scribbled on it clutched in one hand. He'd put on his best sweater and slacks, brushed his hair, all in all tried to look as presentable as he could without shoes on. His feet, apparently, had decided to rebel against his recent efforts to refit them into shoes. He was beyond them, it seemed, no matter how hard he tried they were too used to being free to be repushed into their former confines. He'd glanced briefly at the cure he was now keeping at home in his bathroom cupboard, but it still wasn't a good time, in his mind.

Pushing his thick glasses up his nose with his thumb he found his way to the others assembled within, heart pounding.

"H-hey," he said, "I'm correct in assuming this is the Justice League organization?"

"Yep!" Zee chirped that out with a smile to the shy looking guy she hadn't met yet. He didn't exactly match what she had been expecting by how their new communications guy had been described to her. Of course this could be the other guy she hadn't met yet.

"I'm Zatanna." She held out her hand with that smile still in place hoping he'll introduce himself and she wouldn't have to guess. With a fifty fifty chance she was pretty sure she'd get it wrong.

Hank looked at the strangely dressed woman who approached him with a stranger name, but then, considering how Dinah had first appeared when he'd met her, perhaps he should have tried to prepare himself more for that. He took the hand and smiled a bit shakily.

"Ah, Henry McCoy. Dr Henry McCoy," he added. After all, if that was his duty here the others ought to know, yes? "It's a pleasure to meet you, Miss Zatanna."

Fred stood off to the side, looking around. She knew this room, but it felt different. It wasn't hers. She was certainly traveling down the road to melancholy when she heard the name before really registering the new person. She had to pause and get a good look; he wasn't what she was expecting with that name. She knew anything was possible, but he wasn't the Dr. Henry McCoy she remembered.

Her brows furrowed a little in thought. He didn't look at all like any Beast she remembered, and then she saw the feet. The smile wasn't very big, yet it did seem relaxed. So wherever this Dr. McCoy came from he was still a mutant, that was certainly a comfort.

"Hello. I'm Fred Burkle." She didn't push Zee out of the way. She just stepped forward and introduced herself.

Since it was on the colder side, Dinah was not wearing her fishnets. Instead she was wearing the kevlar weave bodysuit that was... slightly more modest, at least.

She beamed at Henry, who was greeted by Zatanna before she got the chance to introduce himself.

"Henry is our resident doctor and scientist," she told Zatanna and Fred.

Then she turned her attention to Hank.

"Zee is a mystic, and Fred helps run the command center here."

She knew that technically Jensen was slated to run the computers all by himself, but she still wasn't entirely comfortable with that and she was glad that Fred had offered to stick around and help out for at least a little while.

Speaking of Jensen... where was he? Being right downstairs, he should have been here by now. Of course, she didn't expect Batman or Ollie to be anything but fashionably late, but she hoped they would show up soon as well.

Finding the Clocktower was not difficult. It was one of the most obvious landmarks in the City. All she had to do was look for it on the skyline and keep heading in that direction, even if the streets moved.

She wasn't really sure what to expect when she got there, though. Dinah had just said that everyone was going to meet. Jennifer had somewhat foolishly hidden in the closet in her office when she'd heard the communicator signal that there was something incoming. There'd just been a good deal of activity that day and she didn't want anyone to overhear.

There was a time, and the place, and that was about the extent of it. Probably because they'd had the talk already about who was going to be what. Jennifer wondered if they were all going to be in costume. She wondered if she should get a costume.

She recognized two voices when she got nearer to the group, but only one face. Dinah. The other was Fred, but she wasn't sure at the moment which girl the voice had come from. She smiled a little, standing in the doorway.

Not long after Jennifer arrived, the Bat descended. That was how the Bat chose to enter, and no doubt the same way the Bat would leave. There was no cape; Zoe hated the damn thing. The body moved in such away that it was neither masculine nor feminine. It simply moved as if it were ready to strike.

This was not the Batman Zee knew, but then, no one was really the same person any other person knew. The Bat paused at a moment before moving to a spot to look brooding and intimidating. To listen.

The Bat was only here to counsel. For now.

Communications entered the room at that point. Fred may not have brought donuts but apparently that had been what had delayed Jensen since he had three boxes of them in his arms. Ain't No Rest for the Wicked could be heard just enough to identify the song from the earbuds he had dangling around his neck and his head bobbed in time to the music.

He took note of the new faces, judged their combat effectiveness at a quick casual glance. The Batman was last for him to spot, and when he did his attention lingered there for a moment for a whole lot of reasons, the least of which was that was the motherfucking Batman! He pointed at the Bat and nodded in time with the music. "Broodtastic."

Then he looked back to the others as if dismissing the Dark Knight. The truth was the little kid in him was squeeling with glee. No sense letting the others (see: chicks) pick up on his inner fanboy having a nerdgasm. "Donuts." He smiled, hefting the boxes before setting them down on a table.

"A pleasure to meet you as well, Miss Burkle," Hank said. He was glad to see Dinah, as was evident in the relief on his face, but he took the time to shake Fred's hand as well before he tugged at his sweater, shyness getting the better of him in front of the group. He was a bit out of his element outside of his laboratory. "Those sound like amazing occupations."

The next two to arrive caught his attention readily. Another who looked a bit unsure about where she was, and then.... what one earth was that?

Hank couldn't help but stare at the costumed, silent person as they dropped down and then took up a position in the corner. It was a suit of some type of body armor, of course, but was it the suit or some natural ability that let them move that way?

Before he could ask another evident male showed up, this one with doughnuts and a seemingly cheerful demeanor. Hank looked at the doughnuts for a moment, trying not to stare at the pretty girls or the stranger in the corner, and trying his best not to look as nervous as he felt. He looked back to Dinah.

"Are we waiting for any others?" he asked. He wanted to ask how she'd been, but that type of socializing could wait till later.

"Just one more," Dinah said. "Though Green Arrow is not always the most punctual.

She smiled at the newcomers and then began introductions again, even though she would run through the introductions one last time whenever Ollie showed up.

"This is Batman, Jennifer, our police contact and Jensen, who will be running the computers here at the Watchtower. And this is Hank, Zatanna, and Fred," she said, introducing everyone to everyone else.

She gave Hank a reassuring smile. She knew that he was a little bit shy and that this sort of situation was pushing his boundaries.

"Thank you," Dinah said with a nod to Jensen and the box of doughnuts.

She cleared off some space on one of the tables in the room so he could set the doughnuts down.

Donuts! Fred couldn't help a silly little smile for Hank, the Beast; she was shaking the Beast's hand. Sure, he was young, a little thin, and had no idea who she was, which really why should he know who she was? Yet, if he was the Beast, one of the smartest and nicest mutants in all of comicdom, she was definitely happy to have him around. She'd always liked him, even if she only partially understood his desire to be normal.

"It's very nice to meet you." She thought she managed to say, but the Beast's presence was quickly ignored or somewhat, by the arrival of tasty treats. She didn't rush away to grab one; she'd let the newcomers or the oldcomers or any comers at all go for the yumminess first. She may have given Jensen a slight smile for bringing the goodies.

Fred wasn't always so easily distracted by food. It was a nice way to make sure she didn't stare at the feet, which were truly fascinating. Sure, she'd seen Batman, but Batman was now old hat - sort of. Bruce Wayne was great, and he was even intelligent. But, he was no Beast. She smiled and excused herself to get a treat and find a spot to perch.

Jennifer was outright staring at Batman when the guy with the donuts walked in. She had only seen the Bat once before, and that was brief, and not quite this close. He was intimidating, to say the least.

When she heard Fred's voice, she immediately turned in order to identify the face. She smiled at the pretty girl she found. It was really nice to see her in person. They had talked for a while when the others had been inside saving Jake. She felt like they could be friends, especially now that she was directly seeing the kind eyes and the soft smile.

Jennifer nodded at the others and found a place to sit. She felt a little ordinary in this room. Everybody here had something special about them. She? She was just a cop.

The Bat didn't seem to notice any extra attention. "He" did give a slight nod when introduced though. It seemed the right thing to do when surrounded by people, but then everyone seemed to already know who was who, at least as far as the Bat was concerned.

Zoe wanted to go. It wasn't that she didn't like these people, but she felt very out of place. Some part of her wanted Jesse to be here because he actually knew who was inside the suit; she could talk to him about everything. Instead, Zoe just stood and watched and waited.

The Bat didn't bother with sitting or getting a doughnut; instead "he" just stood, somehow not throwing something to knock out the rather loud fellow.

He waved a hand with a chipper smile after the introductions then grabbed a handful of donuts to take with his coffee to one of the work stations where he sat with a bit of a flop. His legs were propped up onto a clear space of a console just before he stuffed a bite of donut into his mouth.

He had things to report, but this wasn't his dog and pony show so he'll wait.

Jennifer couldn't help herself, she sidled over to the donuts and grabbed herself one. It was probably really cliche, a cop with donuts, but she was technically CBI, so that made a difference, didn't it?

She returned to her spot and waited.

Fred smiled brightly at Jennifer. She really was pretty for a cop, then again so was Murphy. The brainy female gave Jen a little icing tipped wave as she bit into yet another bite of donuty goodness.

She glanced over at Jensen and mouthed a little "thank you" while pointing to the donut in her hand. She was very glad they got something to nibble on while discussing business.

Dinah supposed she should have thought of bringing food, but she was glad that Jensen had. It was suprisingly thoughtful, though she knew full well that she probably hadn't given him a fair shot. They hadn't exactly got off on the best foot. In fact she was surprised Jensen didn't seem to have more of an issue with her given the fact that she'd been a little bit punch-happy during that first meeting.

Oliver still wasn't there. She was a little bit concerned about that. If much more time passed, she would ask Jensen to see if he could find any sign of Oliver with the computers.

"We'll wait until Arrow gets here to vote, but the first order of business should probably be electing a leader. We can take nominations now and then Arrow can give his own when he gets here."

"A leader?" Jennifer frowned a little bit. She turned and looked at Batman and then back at Dinah. "Isn't that what the broody guy is here for?"

That had been her understanding previously. Batman called all the shots. That's why everything was called BatSomething. He'd started it all, he was the go-to-guy.

She nibbled on her donut and then also thanked the guy who had brought them, though silently. Jen caught Fred's smile and smiled back. She didn't know what she was expecting when it came to appearance, but Fred wasn't what she'd pictured for sure. She was cute and not as nerdy as Jennifer often imagined people with that much computer knowledge would be.

Hank took a doughnut himself, keeping to the side of things. He wasn't overly vocal at the meetings he was best suited for with other men of his scientific profession, and he had little to say here.

"I've no insight or preference, except to point out that, as I understand it, that you seem to have been the one to gather and place us, Dinah," he said, voice struggling slightly to get up volume before he went quiet again.

Even Dinah glanced over at Batman. Bruce usually did like to be the one in charge, though she wasn't sure... he hadn't even agreed to be a full-time member of the league.

When Hank spoke up, she looked at him in surprise.

"Oh well, I mean... I was the leader of the League for a brief period of time, but it-"

Didn't go well. She didn't really want to finish the sentence, but that was what she was thinking. She'd tried and things had fallen apart.

"I think it's probably best if we vote whomever in as leader instead of having it decided arbitrarily."

The Bat only looked at the woman, Jen, who misunderstood the "broody guy"'s place in all of this. Yet, that was the only reaction. Dinah would have to say whether she wanted the position or not. The Bat had already told her the only position desired was that of counsel or assistance. The Bat was not the leader here.

There was a slight nod when the second new kid spoke up, the medic. Dinah had called them together; she had taken the initiative. The helmeted head turned to look at Dinah to see what her reaction was to all this. The Bat's arms crossed as if there was no agreement to the suggestion of a vote; who else would lead this strange little crew?

Zee had been trying not to draw Batman's attention to herself. She wasn't sure if this Bat held the same justified beef against her but. she wasn't taking and chances. She stood to the side glancing at Batman but if forced to say she wul th.row her support behond dinah

Jensen kind of liked this being surrounded by women and Batman thing. It might even be defined as his heaven. He popped a bite of donut into his mouth and smiled as he spoke around the mouthful. "I'm just you comm tech monkey. You say jump, I translate it into fifteen different languages and make you disappear from almost all forms of monitor systems."

Fred glanced over at broody guy as well, then peeked at Hank. Her eyes dropped to his feet. She couldn't help it; how often was she going to get to meet a person like him? Outside the City. Inside the City it could be a daily thing. She munched on her donut, smiling thoughtfully around it.

Jennifer was definitely pretty, so were the other ladies in the room. They all needed to be in some comic, or in a movie. The men weren't that bad either, she could only guess at Batman of course. She licked her lips and tried not to cough at the "comm tech monkey" comment.

"I really don't think there needs to be a vote, Dinah." She smiled at the woman. "Plus, I'm just sort of tech support, not a full fledged member" She shrugged.

Hank was hyper aware of people looking at him, and glanced over at Fred, his cheeks reddening. His toes curled slightly, one foot withdrawing behind the other in a vain attempt to appear less large.

Perhaps he should have forced the shoes back on anyway, if only for new appearances, first impressions and the like.

It didn't seem like it was going to need a vote, everybody was looking to Dinah. She was the one speaking with authority here, she was the one who'd brought them together. And the fellow in the body armor, Batman, certainly wasn't stepping forward to take control.

Before arriving in the City, Dinah had most recently been back with the Birds of Prey and had been asked to step down as field leader in favor of Huntress because she'd been off her game.

A lot might have changed since she'd come to the City, but her faith in her leadership skills was shaky at best. All the same, it seemed like everyone was sort of looking at her and Batman didn't seem inclined to step up and take over.

She wanted this team to succeed. She wanted to do whatever it took to make sure that the City had its own chapter of the League. So if that meant that she would lead them for awhile until either something more permanent could be figured out, then she would do that.

Before she could speak up to say anything more, a warning alarm sounded on the computers. Dinah looked to Fred and Jensen, who would be able to determine what the alert meant.

"Shit." Jensen left his coffee and donut, shoving his chair across the floor to the station he was setting up for himself. His fingers flew over the keyboard as he looked at his monitor, windows opening up of traffic security feeds. What he saw made him blink.

"Well. You don't see this everyday." He punched in a code and the overhead monitor came to life showing them a very large and very angry ape tearing up a parking garage.

"Sector seven." He looked over his shoulder. "Scramble people."

Oliver was unfashionably late by this time, and though he wished there was a way to slip in unobtrusively, he had a feeling that all eyes would be on the door. So he figured he might as well make the most of his entrance. "All right," he said, jokingly, "I'm here. I hope you've all enjoyed the chance to talk about me behind my back!"

He ran a hand sheepishly through his artfully disheveled hair. "Would you believe it if I said I got lost?"

Dinah didn't need to be told twice. At Jensen's order to scramble, she was already making sure her communicator was on and checking to be sure everyone else had theirs as well. She supposed it was... lucky that they were all ready to go.

She looked up as Oliver arrived just in time and flashed him a grin.

"Perfect timing. We're needed."

She tossed a glance back at Jensen.

"Fill us in over the comm links while we make our way over there?"

She nodded to Zee.

"I've got room on my bike if you want."

Fred blinked and moved quickly to take up a spot at one of the computers. It wasn't that she'd get in Jensen's way, but she wasn't just going to sit this one out. She was here to help after all.

She looked at Dr. McCoy for a moment, not because she wanted to stare at his feet some more but...

"He needs a way to stay connected." She was speaking to Jensen. "Mind?" She could set the Beast, who wasn't so Beastly yet, up but didn't want to step on the comm tech monkey's toes.

She smirked at Ollie whe he finally put in an appearance. Part of her wanted to ask who she was that made him late and rumpled but kept it in her head. She did point at him onh her way to follow Dinah. "One word about anything to do with riding bitch and its war, greenie."

Hank perked up at the sound of sirens, and couldn't help himself. As Jensen worked he wandered over, then glanced up and nervously shifted his glasses, eyes going wide at the sight of an ape.... carrying a woman?

"My stars and garters, is that-" he was quieted as the team started to move, and he quickly took off his glasses, pocketing them. He wore them out of habit, but he could see find without them, and he didn't want to get them crushed in the attempt to start and excessively large primate from destroying the City, moving over so that he wasn't in the Texan's way when she took her place at the console.

He looked over at Fred as she spoke up on his behalf, ducking his head as he thought quickly. They'd discussed him staying in, being at the base to receive the injured, and he had only mentioned his powers to her in passing, but how could he look at a hostage taking Kong and not feel the pull to be there in case he was needed? He wasn't a trained soldier or even terribly athletic beyond the natural base of his genetics, but he couldn't just shut himself up in a lab while his teammates went out and faced such dangers. Not when he was capable of looking out for himself in that sort of situation. "I would appreciate the chance to go over and lend my assistance to any injured on the scene. I'm able to keep myself out of the way."

Dinah grinned over at Hank. While he seemed quiet and unassuming, he had been able to hold his own against Jake while Jake had been under the Joker's brainwashing. She trusted him to be on the scene, and she had a sinking feeling that someone might need it.

"We'd be glad to have you."

She didn't like the idea of his reaction to whatever had been on the screen, but she wanted to get going and she figured Jensen could tell her what to expect en route.

Unlike some people, it didn't exactly fit well underneath his day wear. "I almost forgot to mention Mighty Joe Young out there. I almost got clobbered by a flying Beemer."

Jennifer had been about to say something on Dinah's behalf about leading. To her, it seemed as if the woman didn't really want much to do with it. There appeared to her to be uncertainty in Dinah's eyes and face.

Did the others just not see it?

"A large primate." The Bat knew the law authority wasn't asking anyone in particular, but she got an answer. The room also soon got the back of the Bat's cowl racing away from them up to the roof. By the time the Batmule swept pass the window, the Bat's comms were up to the Tower.

Whether or not the Bat would be the first could be anyone's guess. Even flying, the trip would still take as long as it took. Things still moved around after all.
