Zoe heard the cry for help and something else; she suspected it was along the lines of trapped. Now would have been a great time for the utility belt, but she'd have to do with what she had with her.
"Hold on! I'll try to get down there!" While she looked around for cabling or rope, she called Alfred, gave him the address of the building, and told him to keep calling emergency services. She'd do what she could, but she couldn't fix nearly dead, if that was the case.
She found a roll of fencing, not exactly ideal for what she wanted. she also found chains and rope. The fencing would wait; she didn't even bother trying to figure out how the hell loose fencing had gotten here and why it looked undamaged, just chalked it up to the City being the City. For all she knew the fencing came from some unknown construction site.
A few people were passing by, and she whistled for them. One or two came over to see what was going on, but they didn't seem overly excited to help. The Amazon stopped trying to ask and working with the chains and rope in hopes of finding a safe way in and down.
It took some walking around to find what looked like stable support and flooring. Pulling a small flashlight - even her old clothes had a small update in pocket space - from her duster as she slipped it off, she lit the opening into what had once been a basement. Lots of bad was down there.
With a slight shrug, she measured out rope and chain. She didn't want to lug the chains down with her, but she wanted something in case she had to rig a lift of some sort, which meant a mix of rope and chain to get her to the basement and some rope left over rapped around her to keep it out of the way.
There was a splash and a curse or two as she finally got tot he basement. "Okay, need you to give me a sign. Just let me know where you are."
