The City realized it needed to keep itself in check within this circle. She had more power here than it did. At least temporarily.
She wanted to know things. Perhaps she would get to know some things. It could humor her a little, couldn't it? Tell her things that it had told nobody, or had entrusted to that doctor that it had sent away? She had power.
The City thought about something.

She had power like Jesse Custer had power. If it played her game, perhaps she would return the favor. She could be pitted against Custer. It had done what it could with the Government woman, she had pinned down where he lived. She had confirmed what it could not due to Custer's power. The power he'd gotten within the City walls. It rued the day it had decided to bring in that voodoo woman.
The thanks was genuine, it knew that much. The City relaxed the body a little bit. Thinking on this idea, liking this idea very very much.
"I know very much about those I bring to me. I knew of your power. I'll admit, I didn't know that you could do this." It gestured to the circle it stood in.
"The people that are from here, the true Citizens, they have had family here for vast amounts of time. They are like cows. Born here, bred here. They are nothing special. Nothing more than background noise. Fodder. Something to make those who are brought in feel more comfortable. To create a civilization that is constant where anything constant is rare."
Why not tell her the truth? If they were going to use each other...
