The City arrived in Schreber's office in a very plain-looking human figure. Nothing about it was stand out. Nothing about it would be remembered by the average person. It was an average face, in an average form, wearing an average suit.
It wasn't that it had no imagination of it's own. It just had no face of it's own. This was a face built of thousands. The reason it had chosen male was because most of the populace seemed to think of it as male. If they'd given it a female personality, it would have picked a lovely woman-shape.
"Indeed we do, Doctor."
It hadn't bothered knocking. Just appeared in the same room. Materializing out of the shadows and furniture.
"I have things I wish to speak of as well, but I will let you voice your concerns first. Please, proceed."
