They had totally different personalities, him and Angel. They both believed in some of the same things, but he really didn't want to be identified as Angels Doppleganger, because that would just be demeaning. He was his own person. He had his own thoughts and his own way of doing things. Compare to the vampire his way was a bit more cut and dry then stalking and shadowy. He wasn't into that. He was much more public then Angel at least when it came to the interrogation process, or the hunting. He was by the books, and Angel couldn't be. The two styles clashed.
