An H1N1 vaccine that was supposed to protect against the fears of a pandemic in 2009 ended up creating what would eventually be called the "Mutant Crisis" in 2018. People in all corners of the world began to show extraordinary abilities, and the mutant population continued to grow. The government created many laws that hindered mutants, including a mutant registration to keep track of them. Many larger cities saw the appeal of mutants and the advanced technology they sometimes brought to the table, and were lax on mutant laws. Resurrection City had been such a city, becoming a popular spot in New York for mutants looking for a job or education. It was ripe with strife too, being heavily populated with gangs that also sought out mutants for what they could do.

Unfortunately, in 2028 that "Mutant Crisis" boiled over and the president declared martial law. Using the registration, the military struck, rounding up mutants and forcing them within barriers that had been erected in various cities. The Red Row district, mostly considered the slum of Resurrection City, had been the chosen area for the dome, forcing all of RC's mutant population and those from surrounding cities and towns into the district.

Implanted with tracking chips, the mutants inside the dome were then left to figure out their lives and new living situations. All three major gangs within RC now had to scramble to rebuild and relocate within the district, and many are left wondering if there is anything that can be done.
