Yes - mind control. There are several fruitful methods of doing that, and it's very much frowned upon as misuse as power. Illusions are forbidden because typically the intent is deceit for profit. For example, someone might bespell a sword and claim it as an ancient relic, and sell it for a hefty price... but originally, it was only a tin can, and will return to that form in a few days after purchase. The Vane people often cast illusions over their physical appearance, and that's not illegal as it only effects themselves, but it's often viewed with suspicion nonetheless.
Honestly... I could teach a class on the misogyny that has fueled the Quur empire for the last four hundred years, but I'll spare you the lecture and simply say that a radical Emperor's feud with a witch fueled a great deal of it. As with most feuds, it was based primarily on misunderstanding and miscommunication, but it had lasting and violent effects.
Fascinating. I wonder if it's similar to soul magic? We have that, of course, and it can be an extremely dicy method of practicing, but it's not inherently evil. For the record, I don't think most magic is inherently evil, except when it's in the wrong hands. Either way, magic-users here tend to govern themselves.
