Depends on who you ask. What the crime is and the circumstances of it. I don't think the person who had the crime committed against them is ever under any obligation to forgive, for example. Depends on what's best for their health. If someone who's legitimately hungry and steals food to feed themselves or their family, I wouldn't see that as the same as someone who's stealing food just because they want to or they think it's fun.
