Raccoons are actually pretty cute, but where I come from we call them "trash pandas," because they're scavengers. If a raccoon finds the last couple of bites of your takeout food in the dumpster, the raccoon is like "Score! Great day! I ate food!" But people and dragons should be expecting better than that.
So, "just happy to be able to study at all," that's bare minimum. I don't think you should have to accept the bare minimum when there's way better options out there. If you have a student who's too big for the classroom, you don't kick the student out of the classroom, you get a bigger classroom. There's no reason not to. And if we get the rest of the lecture on board, then the school has to listen and do better.
