Who: Katou and Judy
What: Judy arrests Katou
When: Today
Where: Out and about
Rating/Warning: Low/none
Her patrol was almost done, but Judy still stayed on alert. She hadn’t had a patrol since she started that something hadn’t happened and she didn’t want to believe this would be her first one. True, most of the things that she brought in were minor infractions, but she was still proving herself to be an adapt police officer.
She turned down a small alley, stopping when she saw someone spray painting the side of a building. She was so stunned someone would try it while it was still light out that she just stood there with her hands out to either side.
“Really?” She finally spoke, hoping to finally catch the “artists” attention. “You know you’re just making this easy, right?”
It had been a long year so far. When Katou thought about the fact that they were barely more than halfway through it, it made him want to bash his head into a wall. It was hard keeping himself busy after he’d gotten clean, though that’s what he knew he had to do. He’d started working out again, training, running, that kind of thing. And he tried to get more into work, but it was especially hard after seeing his father's stumbling corpse when the undead had taken over the OC, and he knew he had to find something, anything, to keep him busy.
Sure, maybe tagging a building wasn’t exactly legal, but it was fun and kept him out of worse trouble. He blinked and looked at the cop who approached him with a bit of surprise, though he didn’t seem too worried. In fact, he grinned. “Am I? Am I really, though?” he asked back.
Judy glared at him, holding back from completely losing her temper with him. She had been the one to bait him in the first place. “Sir, I’m going to have to ask you to cease and desist. You cannot tag any private building in the manner you’re doing. You’ll have to come downtown with me while I write your citation.” She held out her hand as if he would take it and allow her to lead him into the back of her car.
“Oh yeah, that definitely sounds like something I want to do,” Katou said, grinning cheekily at her. Then, just to be difficult, he added a final stroke on his tag and stepped back to admire his work. “What do you think? Think I shoulda gone to art school?” Katou asked, keeping watch of the policewoman from the corner of his eye so he could bolt if she took a step closer to him.
“Hey!” Judy scowled, stamping her food in frustration. He was clearly ignoring her on purpose! “Sir, if you don’t stop, I’ll have to arrest you.” She pulled out her cuffs and walked towards him. “As I said before, cease and desist sir. You’ll need to come downtown with me. She was already thinking he would make a run for it and she wondered if she could just tackle him instead.
“Come and get me, copper,” Katou said, cackling and donning an incredibly fake Chicago accent. He tossed the spray can at her, and then turned on his heel and ran down the alley.
Judy ducked as the can came flying at her, sighing as she took off after him. “YOU’RE REALLY MAKING THIS HARD FOR ME!” She yelled at him, hot on his tail. She would get him now, if it was the last thing she did. She hated being taunted and this guy seemed to be a bundle of everything she disliked; it would be fun to tackle him to the ground and bring him in. She just had to catch up to him.
Katou was tempted to yell back that that was the whole point, but he opted instead to save his breath. After the last few months, he wasn’t in the best of shape, and even if he only had to run until he managed to get out of the officers range of vision, he didn’t want to risk it.
His chance came when he managed to run out of the alleyway and around the corner into the street. The street wasn’t particularly busy, but there were a few people walking past and that was all he needed. With a thought, he changed his face and build, turning into a middle-aged, dark haired man, and as a bit of an added bonus gave himself a bit of a beer belly. He couldn’t do anything about his clothes, but he hadn’t been wearing anything especially unique - a white t-shirt, now pulled taut against his gut, and a pair of blue jeans. He reached for his pocket, and lit a cigarette.
Judy burst out from the ally, looking around for the culprit. She frowned, turning here and there to try and pick him out from the crowds of people on the street, but she didn’t see the right color of blonde hair she had seen. How could that be? Her frown deepened as her mind ran. She only had a few seconds to make an important decision on which direction to go in. How could a man seemingly disappear into thin air? Invisibility? She put her hands out and moved them about, as if expecting to be met with some resistance. What else could it be?
The sound of a lighter caught her attention and she glanced at the gentleman, her mind still thinking. She caught sight of some stains on his shirt and tilted her head. They were the same color as the spray can the culprit had been using...but that guy looked nothing like him.
“Excuse me, sir!” She called out to him, pushing her way through the crowds on the sidewalk to get to him.
Katou started with disbelief as the cop picked him out of the crowd. How the hell had she managed to recognize him.
There was, perhaps, the chance that she hadn't, and was only calling to ask him questions. But who the hell questioned witnesses about a bit of spray paint? Most cops wouldn't bother.
Instead of waiting, he turned on his heel and started running again.
Even though it didn’t make much sense, Judy only hesitated for a second before sprinting after him. “Sir! STOP!” Could that be the same guy? But why did he look so different? Magic? Maybe it wasn’t even him, but a distraction from where he had really gone. But it was suspicious this person ran regardless and Judy continued her pursuit.
Thankfully with the body change, Judy found it easier to catch up to him and went to sweep his legs. “SIR!” She clambered on top of him, holding his wrists behind his band. “Why did you run sir?”
The impact of the tackle surprised Katou enough that he let go of the image of the man he’d been holding in his head, and lying underneath Judy was, once again, the skinny blond man again. “Ugh, get off me,” he growled, squirming under the weight of her.
The shock of Katou turning back into the person she had originally seen shocked her enough to jump off him, although she kept his hands bound. “CHEESE AND CRACKERS!” She glared at him, pulling him up off the ground. “How did you do that?”
Katou scowled. He probably shouldn’t have revealed his powers to a cop. After all, he was an Agency agent, and he was supposed to be helping keep this shit underwraps. Still, it’s not like he could help it that this fucking chick had decided to attack some middle aged dude. “Do what?” he asked, giving a bit of a jerk trying to break her hold. If nothing else, he could just make her think she’d been seeing things.
When she felt him resist, her hands tightened on his wrists and she pulled her cuffs out. “If you keep struggling, I will arrest you.” She held them up for him to see, as if that would stop the fidgeting. “And don’t play dumb with me!” She glanced around, but only a few seemed interested in what was going on. Just another cop arresting someone for something. It didn’t seem like anyone else had witnessed the transformation.
“I saw you change from that fat guy to you again! How did you do it?”
“What, so you ain’t arresting me now?” Katou asked. “In that case, lemme go. I’ve got shit to do.” To his credit though, he didn’t try to pull away again, other than a slight, symbolic jerk of his hands. At her next question, he just smirked at her.
“Alright smart alec, let’s go.” She dragged him along, back the way they had come, wondering if she could hold him through the crowds that were now looking towards them. She wasn’t actually going to bring him back to the department (unless he tried anything again), but wanted to talk to him in a less public space. She figured she’d toss him in the car and see if he would talk then.
Katou shook himself a couple of times on the walk toward the car, but Judy’s grip was too firm and, short of actually fighting his way free, he couldn’t break free. He was sure if he had wanted to, he could take her out, but even he knew that assaulting a police officer wasn’t a good idea. And, before he knew it, she was shoving him into the police car, and he crossed his arms and scowled out the passenger seat window.
“How did you do that?” There wasn’t any build to the interrogation, Judy just looked at him, waiting for him to explain himself. First he had run from her, that was enough that she was ready to lock him up for the night. But curiosity was getting the better of her and she wanted to see if he might actually answer when it was just the two of them. From what she could tell already, she wasn’t about to hold her breath.
Katou knew what she was asking, but he set his mouth into a thin frown. He had no desire to go into the details of his body or his dreams with some officer, if she would have believed him in the first place. And in any case, he was pretty sure the Agency mandate wouldn’t allow it. “Well, see, you shake the can, and then push the button on top. Then the paint comes out wherever you wanna put it.”
Judy glared at him. “Yeah, not what I was talking about. How did you change like that? A pretty cool trick if it wasn’t for your shirt.” She nodded down to the paint that had identified him. “So what was it? Some kinda...special power?” Talking about dreams was tricky, especially when you might talk to someone who didn’t Dream like the rest of them. But Judy couldn’t think of any other explanation for what she had seen.
Katou glanced at his shirt and swore under his breath. That was something he should have thought of himself, but it was too late now. “Ain’t I supposed ta have like, some sorta lawyer present if you’re gonna be asking me questions?” he sneered.
Judy sighed. “Fine, he can be your one phone call. I’m putting you under arrest. If you try anything funny, I’ll taser you so you’ll be able to sleep through most of your time in your cell” Her tone changed to a colder, more distant one than she had had earlier.
She started the car, upset that he wouldn’t answer her but more upset that she had thought he might actually answer. She always wanted to give people the benefit of a doubt, but when she had confided in Nick about it, he had told her that was ridiculous and that it couldn’t be afforded in this line of work. She was beginning to think he was right.
