What ways? Tell me. Tell me how to have a fair and proper vote under emergency situations?
What about a major earthquake along the San Andreas? Do we vote for mobilizing aid then too? When all the buildings where a vote would be held are gone? Or what about a major tsunami that washes everything away?
Complete, 100% democracy only works in smaller societies. There are plenty of towns and counties that function that way in this country, for local issues, but they still need the state and federal government for things that are too big for them. It costs too much money and takes too much time to mobilize millions of people for every, single, vote.
Considering I'm in multiple ways one of those minorities (woman, jewish, gay) I can tell you right now, I don't like the idea of a vote being held for my rights to be allowed or denied. The populace might have a duty, but could you imagine how bad Alabama would be if the people could vote on who had rights? They already do everything they can to circumvent existing laws.
Consider that the place I dream about the government did everything they could to eliminate people like me. I still think a government is important, but I also think you have to work within the system to change it. Not change the system.
