In a way though, that's what it's going to come down to. There are privatized security firms and government contracts that happen all of the time. The problem there is the wording, and if it's volunteer work - as Pryde said, she'd be bloody fantastic in a hostage situation - then it's not as though it's a mandatory 'us against them' mentality. It can be kept on a as-needed basis. Not every bloody time we turn around, there'd be another call for help. Not dealing with bank robbers or the likes.
That's what regular law enforcement is for, as well as the military for specific situations. They're the first step. We aren't.
