She thought about that one for a long while, just toying with her glass, finally shrugging, "I'd wager that most of 'em aren't old enough to know why the hives and crews and family units won't last in the long run. Hell, even I know that some places have a 'high council' that's little more than a dictatorship, led by the whims of a select few who're just older or stronger or meaner than the rest. That's probably the only kind of rule, of government most of the others here have had, if even that."
She shook her head, finishing off her drink, "Look at it this way: you're like the first guy trying to convince a bunch of cave-dwellers that fire is good. People don't like to stray away from what they know, when what they know is safe, and what they don't could kill 'em."
