He can't quite believe he's permitting himself to say it. But he knows how deeply her heart is breaking at being denied entry, torn away from her career as they both have been. He at least has been offered a reinstatement. She has had no such consideration, and that lack of consideration offends him.
"Well, there is a provision regarding ... that is, there are allowances made ... for individuals who are, by all means, effectively ... " He pauses, clearing his throat, studying the pattern upon his plate very closely for a moment. "Well, what I mean to say is that, uh, dispensation is in fact given to Members who were wed as civilians before joining the Force."
He can't believe quite what he's implying, and his trepidation shows as he looks up at her.
