Memory modification then, perhaps. Emmeline was aware that much of the population was acting oddly; she'd gotten enormous amounts of political commentary on it during her recovery in Germany. It was much more freely discussed outside of the country, at least in her family. Of course, they were discussing it from a safe distance, whereas it was difficult to talk about it here without fear... or, without running into gaps in one's memory, apparently.
