If they'd been just about anywhere else, Terrence would have dragged her right out of the room by the tie. Well, if he had needed to leave the room at all. Normally, he and Ella didn't bother worrying about anyone seeing them; no one else was allowed to partake, of course, and they certainly weren't exhibitionists on purpose, but neither of them bothered with shame.
The fact that Terrence felt like he had to be careful not to get caught, in this situation, made him severely tempted to throw all caution to the winds, but he resisted. His plan to be a Death Eater, to stand at Ella's side in a position of power, to eventually take over the world with her, was important enough to resist his instincts. He was going to have to do something soon to balance out all this cooperating he was doing with the current powers that be, however.
Starting with christening - or violating, as the case may be - the Minister's study. He tightened the tie just a little bit more around Ella's throat before letting it go, set down his glass, and headed for the study, overly aware of her behind him even though he couldn't see her.

When they were in the study, however, it was like a switch had been flipped inside him, or a cage door opened. He closed the door and pressed Ella against it, lips meeting hers in a demanding kiss while his hands went to the tie again, this time to take it off rather than tighten it.
