The partially bound one was strong, quite strong with his magic. Kingsley felt the heat around him, the ground cracking under the force of the spells. But he was also slower, not quite as fast with his reflexes as his companion darting after Kingsley's backup. With the first time during the call that Kingsley had honestly been fighting out in the open - and now only against one - it was perfectly obvious, which was quite well for him.
So his focus was on speed and timing more than the power. The thief's legs were bound already, so he wasn't going anywhere. And his focus wasn't around enough to apparate just yet. But Kingsley came closer, hitting one arm with a jinx that made it quite prickly. However, a powerful shield charm up, Kingsley saw him trying to focus enough to flee. Pushing forward and blasting the shield charm with powerful spell after powerful spell until it shimmered and crashed, Kingsley dove to tackle the wizard as he tried to apparate. His mouth opened, and instead,...mostly nothing happened. But the scream let Kings know the kid had splinched.
Binding him up more again and disarming him, as well as the other ones already on the ground, Kingsley watched the witch approaching with the last one. "Who might you be?" Kingsley inquired. She certainly didn't work in his office. How had she heard his call?
