Queer by association. Terrence's mouth quirked in amusement at that way of summing it up. It was true, and probably not too dissimilar to what someone would struggle with in terms of keeping their sexuality below the radar. Not that Terrence ever would: no, if he were gay, he'd be loud and proud about it. He wasn't, though. His wiring was very distinctly focused on women, and not long after meeting Ella, focused only on her.
But he forgot about his amusement with the double meanings in their words when Kingsley got down to business. He liked amusement, but he could appreciate the other man getting straight to the point.
He didn't need to be told that the government had noticed people coming off the potion; it was likely that he'd known that before Kingsley had. He simply gave a nod, then raised an eyebrow at the idea of controlling those under the potion - they were already basically sheep in his mind, and he was tired of being one of the herders, but he had to admit Kingsley had a point - but said nothing about either of those points, not yet.
Of course, he also couldn't talk about the potion specifically without dying from the Unbreakable Vow he was under. But that was another issue entirely, and he could get around it. "Emotional trauma works, I've noticed," he said, very wryly. "For getting people to wake up and get out of the fog they're in. Being told what's happening to you works to an extent, too."
The first had been his experience with Katie, the latter had been his own experience. After Ella had let him in on the secret, his subconscious had been fighting the potion really hard. But it was bigger than that, he knew - those two explanations didn't cover the reality of how many people were off the potion. Terrence had been looking, looking very carefully, and he had gotten very good at picking up on the signs that told him when someone was off the potion. Admittedly, he was more observant about that sort of thing than most people seemed to be, trusting his instincts rather than trying to find hard reasons why he thought someone was under the influence and someone else wasn't.
"They're going to have more pressing matters on their plate soon enough. And there are other pressing matters, like the people who are attacking the families of known Death Eaters." His expression hardened at that. He was on the side of the Uprising, but he was never going to forgive the people who had attacked Ella's brother. The people who probably would have attacked Amelia, if she were alive today. "People who are obedient aren't really in danger unless someone dangerous cares about them. It's really once they're out of it that they're in the most danger."
Because then they could think for themselves and act against the government, two things he fully supported. But, as he was very aware of with Katie's current situation, they either had to decide to act and take the risks or be very careful to avoid being seen as a possible threat. It was interesting that Kingsley seemed to think those under Complacens were those in most danger, whereas Terrence generally wrote them off as being fairly safe. Aside from the mind control they were under, of course, and no one took that more seriously than he did.
He wasn't trying to convince Kingsley that his opinion was right, though. There easily could come a situation in which the people under the potion were the ones that were in incredible danger, and it would be even worse danger than those off it, because they would never see it coming.
