Okay so Order members hung signs around Hogsmeade, Diagon Alley, St. Mungo's, the Ministry, etc yesterday. They were all glamoured to look like ordinary signs or adverts that hang around those places (health notices, bands playing, sale signs, etc). Around 8am those glamours will wear off revealing them to be Death Eater Shaming signs. They also sent adverts to the Daily Prophet that were glamoured to look like an advert for a new cleaning potion. It will wear off after they've all been sent out with the paper as well.
Lily decided against signing them because she was trying to compromise with the Order members who didn't even want signs to begin with. HARMONY. She got the pictures from anything the listed members have on file: ID badges, charity function promotions, etc. Everyone has a picture someone can find.
Also I am not a graphics person so just pretend these look prettier than they do.
