Yes, that would put a stop to all these silly coven practices that mean nothing to most of the initiates. One reason I always kept my own knife sharp enough to shave with :). I'm not sure if it really could be made to hold in a court of law but then, in a proper coven it should never become necessary.
To me, this would be just the tip of the iceberg to root out the 'messers' that seem to dominate Wicca these days. Oh, this sounds terrible but 'in my day' our HPS set standards that guaranteed the vast majority of eager kids would drop out PDQ. However, since initiation is now something teens can do for themselves by the light of a full moon (or whenever it takes their fancy) and expect to be treated with the same respect that a genuine initiate earns, I can but think it is a bit too late. The horse has gone and locking the stable door at this stage ..... etc.
Trad Witchcraft, of course, has no such problems due to the nature of recruitment in the first place.
