My headcanon is that he couldn't go to the funeral because of all the political bullshit he was caught up in, but that he paid for the funeral.

Yes, he's alive. And he's not all that thrilled about it, to be honest. He's not in a good headspace. But the wish thingy is gonna give him Morgan, so she'll help pull him out of his dark place like she did the first time around.
