This was a risk he shouldn't be taking.
But that had never stopped him before.
Living in Wakanda, he was relatively cut off from the world due in part to Wakandan isolationist policies and also because, with the Sokovia Accords turning up the heat, it was the right thing to do. But he'd come back to New York to see Tony after Carol and Nick's efforts to get him back from space. And while that reunion had left a lot to be desired, it had reminded Steve that waiting wasn't a luxury he always had. It had been almost two and a half years since he'd seen Tony, after their fallout in Siberia, and he'd left Stark alone even though he hadn't wanted to. And if things had been just a little bit rougher or Fury hadn't managed yet another 'Hail Mary' he may never have seen Tony again. That was just one more regret that he didn't want to have to live with.
He should have known better. Losing Bucky, Howard, and Peggy during the war the way he had should have taught him that time wasn't something he always had on his side. He didn't know enough about science or mechanics behind the fact that people who had died during Thanos' attack, or before, were coming back through the Quantum Realm but he didn't want to miss the opportunity to reconnect with a person he'd spent a whole lot of time missing.
Steve briefly considered reaching out to Sharon to let her know his plans to drop in on her Aunt, but for the most part he'd been trying to stay of the 'Quantum Network' that Potts and Pym had set up. He trusted that they weren't going to hand out his information to Thaddeus Ross and the team that was trying to track him down, but he couldn't be too careful.
He managed to get out of Tony, when he'd visited him in the hospital, the layout of Ironworks estates and where Peggy's room was in the building. Which made breaking in from the fire escape a little easier than if he'd had to guess what room was hers from the window. He forced the window carefully and slid into the apartment with relative silence. Steve had never been that much for stealth, that was really Natasha and Clint's department. His job was to hold the giant bullseye and draw fire. But, sneaking into the dark apartment had gone easy enough, thus far.
Just when he decided he was in the clear, the lights snapped on, temporarily both surprising and blinding him -- "I-- what, Peggy?"</div>
