Keep it simple for starters. He'll dodge or wriggle if he can, but Orders From On High worked before, so it's worth a try.

Maybe call both of us in together. I'll do the whining and wriggling and you can berate me, then when I give in he has less space to wriggle AND it puts me and him on the same side.
Stepwise perhaps? To test his commitment. And then escalate as necessary.
If we are to keep him around, I want to know if he is worth the effort.
Sounds good. By himself he's handy but expendable, but what we could do with him is worth holding onto for the right moment
