Jessica had read the announcement about Steel's new position amongst the Avengers in the files. So SHIELD thought whatever damage HYDRA and Viper had done on the agent wasn't permanent. She didn't know if the suspicion she harbored was from a bad feeling or simply jumping at every shadow for the last decade. It'd be bad form to go and snub someone's redemption when she was going through the same thing herself.
When the mentioned man didn't really show up in the mansion, lurking around and slipping around shadows to avid the rest of them, it wasn't hard to guess the reason. This wasn't exactly how you made teammates and she resigned herself to getting the job done.
