Elijah actually had come to see his sister. As much as Rebekah had tried to insist on her brothers coming to visit, neither he nor Niklaus had been inclined to hurry over to see their old flame. His brother because he was otherwise occupied with a new girl and Elijah because he still felt the overwhelming guilt that stemmed from Tatia's death more than a millennium ago. He certainly hadn't been expecting such a modern looking woman to open the door. And, though she appeared more like Elena than ever, the way she greeted him made it perfectly clear that it was not the latest doppelganger.
