I think he turned himself in knowing full well that he was probably going to be shot. I can't say it for sure, and I've never thought it my place to ask, but Steve was fully aware of the fact that, in many ways, he as an individual was long dead. He would have never written the letter to Tony about you if he didn't. He would never have emphasized the endurance of the symbol, if he didn't.
He set you up to rise where he'd fallen and be the Captain America he couldn't be. The one who didn't let perfect be the enemy of good. Steve Rogers is probably the greatest tactician there ever has been, and this was the only way he could the hand you wouldn't let him.
You can blame Tony for plenty, you're not wrong about him. But this? This might have been Tony's doing, but Steve knew a Procession to Calvary when he saw it.
