Patrolling in areas where you have no real authority to do so causes problems. I know you mean well, I know you've got good intentions, but you need to be able to recognise the boundaries in this world. What you might see as innocently assisting someone in need could be seen as an attempt to underhand the local authorities. Political affairs are extremely delicate, and if you were to swoop in and assert yourself in an authoritative manner, it might be seen as an act of war rather than an attempt to help. You could not only be placing yourself under severe scrutiny, but literally every person who comes through the Tesseract could be seen as a potential threat to national security.
