Bucky's speech will start with all of the unfulfilled promises of the future that he's still waiting on -- things you can't possibly destroy the earth before they get around to -- like hover cars and jet boots and losing his virginity okay not that one, but seeing the grand canyon, which Steve keeps saying they'll do, but Steve's too sick to go right now.
But then segue into how this earth is the only place a lot of them could ever have a future. And as much chaos as the tesseract has brought to this world, it also gave a lot of people another chance to live. It saved him from becoming something he didn't recognize. It introduced him to some of the most incredible people he's ever met. It let him meet a granddaughter he might never have known otherwise. So in the same way that Shiva has served as both creator and destroyer of worlds, this planet has both taken and given life to people in this universe and universes beyond it. Much like the Celestials, as far as he can tell.
Maybe they're not always as good at what they do -- although the Celestials' criteria seems pretty fucking arbitrary to Bucky, particularly when they're not sharing the score card with the competitors -- but they're learning. Don't make much sense to cut down a civilization in its entirety based on the actions of a handful of shady individuals with power that most of the world's got nothing to do with.
Also he was promised astronaut ice cream and he has not seen any yet.
