It was Loki's theory, he'd put the notion into Kaplan's head, but right now it seemed like mentioning the Norse God at all would just hurt the situation more than it would help it. Ted was right, he shouldn't listen to Loki or put stock in what he said, but Billy couldn't help it. Loki had experience, he had thousands of years to figure out everything there was to know about magic, reality, Gods and how it all worked. Once he'd learned that he'd created universes; realities like Miss America's he had to look for guidance somewhere, didn't he?
