Maybe. Many of the things that improved with the super soldier serum aren't things that testosterone has a significant (or the most significant) impact on. Like eye sight, healing, aging, mind, speed and the immune system. If it were created with a woman in mind, it would likely be a different formula, particularly with regards to any sex hormones it may contain. (It would, in all likelihood, still contain some degree of testosterone, as testosterone is an important part of physical development in people of all sexes and genders. But the balance would be different, particularly since an overabundance of testosterone can lead to a number of ill effects in women.) But I imagine that the outcome would be much the same.
And as far as I can tell, most of the (attempted) super soldier formulas we've used historically have similar effects on people all sexes. Or possibly were reformulate to suit people of all sexes, but were at least fundamentally similar in terms of their chemical makeup. (Without getting into extremis, since it rewrites your DNA from the ground up.) Think about the women we know who have been given some attempt at creating the serum. There's Mockingbird. Warrior Woman's serum was based on what intel she could gather about yours. And God only knows what they did to Natasha, but most of her peak human skills are non-sexual. I imagine it could also amplify at least some of the traditionally feminine traits you mentioned, but not to the exclusion of other gender-neutral peak human traits.
