Ah, I see. My world has both, and we had an army of each. I was in the First Army, of those without magic. We worked together, but the Second Army, the magical army, were generally considered more powerful, and its soldiers - we called them Grisha - held a higher standing, even living at the Little Palace.
At one point, I started training the First Army - unofficially - in how to take on a Grisha without magic of their own. Magic here takes other forms besides that of a Grisha, but many of the same principles still apply. For instance, most magic users need their hands for magic casting, either with their hands alone or with a wand; if you can disable their hands, you will usually find yourself at an advantage. Then of course, it depends on whether they have any nonmagical combat prowess of their own. The Grisha were trained to fight hand-to-hand, but not all magic folk are.
