If you go shopping in Agrabah you should expect to haggle. The real price of an item is usually 30-50% lower than what's listed, so begin well under that. If you're buying something significant they'll offer you tea and a seat towards the back of the stall when it gets serious so the negotiation can't be overheard so easily by passersby. Shopping is a social exercise in places like this, not something you do quickly like in America.
