Samhain or Calan Gaeaf, the first day of winter in the Celtic calendar. The boundaries between worlds are thin and tylwyth teg (fairies, sidhe, little people, whatever you want to call them) are able to cross between. People would leave candy and food for them so they wouldn't cause harm and dress up as them so they wouldn't know who was human. Or possibly for the candy.
