Bruce had been busy with everything going on right now and with what had taken place with Damien and Talia had left the Dark Knight tired. That said, it’d been quiet in Gotham and that was always a bad sign. Arkham was fuller than it had been in several years as were Belle Reve, Bludhaven and Blackgate Penitentiaries and even Iron Heights in Kansas where several of Flash’s rogues were incarcerated. Bruce knew full well that none of the facilities were inescapable and after a number of solo stakeouts he found evidence of activity in the old Ace Chemical plant - one of Joker’s favorite strongholds.
The Clown Prince of Crime was locked up in Arkham but clearly some of his goons were doing something in the sprawling expanse of the industrial complexes and typically that meant some kind of deadly chemical weapon, the main reason they infested the place. It was a dangerous place in its heyday just performing its intended purposes and being abandoned and often fought over by the gangs and crews of the big fish made it a place that normally you couldn’t approach and the single most dangerous place for a cop or cape to be in the city. With Damien taking care of Talia while she recovered he couldn’t be brought in on this so he called Dick, after weighing his options he called Roy Harper, no sneaking or subterfuge he just bluntly contacted him and said he needed his skill set on a stakeout that could go to shit at any time. Ollie’s former ward was a lot like Dick and the two of them worked well together so Roy was a good choice.
Perched on a building underneath a water tower concealed from the GCPD blimps, a good vantage point to survey the plant and wait for the others to reach him. He’d opted not to bring Tim in on this as he had been working with the Titans and he was too far away to get here before Bruce decided to make his move. He couldn’t shake the feeling in his gut that something terrible was going to happen and over the years he’d learned to trust his instincts, if they confirmed his suspicions this was gonna be a pre-emptive strike to stop whatever the Joker’s men were planning.
