"I think we can all agree that knowledge is our greatest weapon against threats from the outside -- or the inside. What we do not know, or do not understand, we cannot be prepared for.
"We have choices. We can accept the assurances of those who claim that they are 'taking care of things'; or we can stand watch ourselves. And if we are obliged to do the latter, the more we know about the world that surrounds us -- the more information we can share -- the better off we shall be by the time the next shoe drops. Who knows what disaster we may wake up to see in tomorrow's Daily Prophet -- if, indeed, the Prophet is allowed to print it at all?
"My foremost concern here is the security of the wizarding world. In my time abroad, I have learned something of how insecure our situation can become, indeed, despite all appearances, may be right now. If I were to be allowed to address the Wizengamot, I would advise them not to put their trust in old, tired organs of administration that have failed to be aware of impending threats, but to bring together a group of first-rate wizards -- disregarding differences in background, politics, or past history -- to form a comprehensive plan to investigate and confront all such threats. Never forgetting, of course -- as our history shows -- that those to whom power is given can be the greatest threat of all."
