"Auror Dawlish has asked me whether I intend to report to him the details of a crime that he believes has been committed. To this I can only reply that I am not personally aware of any violation of the Statute of Secrecy having been committed. My information relates solely to the uses to which wizarding has been put, not to the sphere in which it is known. I can assure the Auror that, to the best of my knowledge, this activity is being carried on in strict secrecy, in collusion with the government of the country and with its own Ministerstvo Magiyi.
"Now, a thing may be bad policy -- it may be unwise -- it may be dangerous, without being a crime. In the past, Ministers of Magic were keenly aware both of that fact and of the limits of their jurisdiction.
"But Auror Dawlish wishes to recommend to his superior that a report be filed to the International Confederation of Wizards, and if they choose to investigate, I shall be quite happy to cooperate, though I doubt there is much I could add to their awareness of the situation.
"I can also assure Auror Dawlish that if I become aware of any crime being committed within his jurisdiction, I shall certainly inform him of the fact. Indeed, I think it's well past time to put our own house in order, and I certainly agree with him that crime must be followed up, without regard to the office in which it takes place."
