For a moment, Archie found it slightly odd that Bush seemed to be taking control. Horatio outranked them, and even when he hadn't, everyone looked to him for guidance. He was a natural leader. But no, this was right, however odd it might seem at first. Bush was older, more experienced. And Horatio was happy to let him take control. Very happy, by the looks of it.
