Given Mary's condition, he wasn't going to let her do anything even remotely stressful. So he had the tea ready, along with some cakes he'd had Dobby prepare for him. Having a steward, in a sense, at least, certainly was helpful. He could set a much better table than he could ever hope to on his own. Everything was ready, all that was missing was his guest. He wasn't offended that she was late, of course; he knew she moved more slowly these days.
