"Thank you," James said as Helga brought over the refreshments and took a seat. He turned in his seat to look at her and give her his attention, wanting to be sure to pay her the appropriate respect a woman of her standing deserved. "That's just it, we need a system. Some have suggested a council of sorts, but I think aside from that there needs to be some sort of structure erected to hold those who break laws or infringe on the rights of others. With no consequences for their actions, a council will not accomplish much. There needs to be some sort of incentive for people to cooperate," he said, trying to explain.
