I think part of the trouble is that Europeans don't recognise fine art as something functional. A lot of Native art work is found in things you'd actually use, so Europeans see a bag that took a year to make and has been passed down for a couple of generations and think, well that's just decoration. There are some better recognised painters that emerged from the twentieth century onwards, though.
