No, not at all. Well, occasionally things like that have been necessary, if they're doing it on purpose, but that's rare. Usually, they aren't.
Troubles start with deep emotions, and a lot of them have just been through a traumatic experience-- only to find that even more horrible things are happening around them, oftentimes to people they care about. The best solution is to figure out what emotion started the trouble, help them resolve it somehow, and then the Trouble stops. I've gone to great lengths to avoid having people get punished for things that they can't really control.
Which, given my position in law enforcement, can get... complicated. I imagine it might get a little complicated here, too, but if I'm going to be here, that's what I'm going to do with my time. That and try to figure out how the hell we got here in the first place, but that one's a bit more of a challenge.
