It's a taste of home and normality for a lot of people, I think. And for others it's a habit that's difficult to break. As I understand, it's also somewhat addictive, so going without may be giving some of them a literal headache.
As for building outside the mountain...there's been work on building aboveground houses and such, but construction's been stopped for the winter. I expect they'll resume work soon?
